In Rasa X , only one test user is allowing at a time by using ngrok url. For allowing more than one test user is there enterprise subscription needed ?

no, that’s actually a ngrok restriction and not by Rasa. You might consider deploying Rasa on a server so that you can share your bot without using ngrok: Deploy to a Server
