The Rasa recommended system requirements are:
vCPUs
- Minimum: 2 vCPUs
- Recommended: 2-6 vCPUs
RAM
- Minimum: 4 GB RAM
- Recommended: 8 GB RAM
Disk Space/HDD
- Recommended: 50 GB disk space available
Supported Browsers
The web interface aims to support browsers that meet the following criteria:

0.2% market share

not Internet Explorer
-
not Opera Mini
Other factors also you need to consider:
Docker If you using docker based deployment.
VS Code
Anaconda
It’s good to have at least the recommended one and more than that I never mind 
I hope with this information you able to deploy.
Tip: Working on windows and working on VM (If you have Mac or Ubuntu) is different as they have different sets of command.
