Making Telegram Bot Private

Hi,

Are there any parameters or features within RASA telegram.py that provide the capability to restrict who can send messages to a telegram bot, or restrict who the bot responds to. Perhaps implementing a white-list?

I found that telegram bots are publicly searchable and will accept private messages from any user and I would like to restrict this. I appreciate this is a telegram feature, rather than RASA but wonder if there is capability to restrict this within RASA.
