Planning to use Rasa for a project after 2 years again! A lot has changed since my last use of Rasa. It seems that even pip install rasa_nlu does not work 
Is there a starter project that I can use as a template now?

Hey there, you can try using this repo: GitHub - RasaHQ/rasa-demo: Sara - the Rasa Demo Bot: An example of a contextual AI assistant built with the open source Rasa Stack it’s the starter pack demo. to install rasa in your system you can use the following commands:
pip install rasa
Also, you can have a look at docs for installation
