How to make my bot to reply apart from stories?

Hi everyone, I’m developing a Conversational AI for mental health. I have developed it on Rasa 2.8. I have few questions.

  1. It recognizes name entity correctly for few names but for few names it recognizes as None. Any idea on why it behaves particularly for few name?
  2. My bot replies if it is asked in the flow as mentioned in stories. But it does not reply if anything is asked apart from stories flow (Questions are asked as given as examples in intent and responses also captured). Any tips on making it more conversational type?

  1. Do you use DIET for name classification as entity? What is the language of bot?
  2. Please provide example of story in yml and out-of-story query. Do you have rules for QA/Chitchat behavior?
