Can i make a default intent in rasa community edition?

Hello everyone , can I make a default out of scope message in rasa i mean when any one of the intents are declared that message shows without declaring an out of scope intent because you know we cant put every example possible in the intent so can I find a solution that lets the bot respond a default message that I put when no intent is detected ?
