Asking For History Counting? Need Help

I want ask how to count the history from a story. I have read on Policies. see this picture below

from that part, does it counted only for intent and action?. if i have slot_was_set in the story will it counted too or not?

Example:

stories:
  - story: utter help after 2 fallbacks
    steps:
    - intent: out_of_scope
    - slot_was_set:
            - gibid: vfzldckx
    - action: utter_default
    - intent: out_of_scope
    - slot_was_set:
            - gibid: vfzldckx
    - action: utter_default
    - intent: out_of_scope
    - slot_was_set:
            - gibid: vfzldckx
    - action: utter_help_message

From my example above, the max history should be 4 or 6? thank you for any response
