Want to build a question answering

Hello guys,

i’m new in rasa. So i have my own questions and answers stored in a exel file. So i want to build a conversational ai when the bot ask question with bullet point or form and store user anwer in order to make a desicion after collection all answer. Can someone help me about how i can start, is there a starter code availabe for that?
