Sending Message from one user to other user using rasa core

Hello. I’m new to Rasa. I am using rasa-nlu==0.13.8, rasa-core==0.12.4, rasa-core-sdk==0.12.1. I am using rocketchat as chat platforms. when user A sent message to bot, the bot needs to send message to user B.How to achieve this using rasa core?
