Rasa-x without worker environment

As per this the worker environment is responsible for training and testing, is it possible to keep the worker environment up only when needed?

Worker environment takes significant resources, and we would like to use it only for a few hours a day, we are already doing our training outside rasa-x as we are using an experimental feature like response selector.

We are currently using rasa-x with docker-compose where taking worker down will not reduce the cost, but if we move to kubernetes we can have worker on a separate machines and only when required, there will be some time required for worker environment to be up but that is ok.
