Rasa 3.2.x release, same numpy version

I noticed that with Rasa release 3.2.x you are still using Numpy 1.19.5.

Have there been any discussions on updating this version to 1.21.0? Is something holding this back? I’m wondering as this would likely resolve the m1 installation issues (see here).
