'NoneType' object has no attribute 'probabilities_using_best_policy'

I am using the formbot example… following the README step by step, when I run rasa train, I get the following:

‘NoneType’ object has no attribute ‘probabilities_using_best_policy’

I am using latest Rasa source and core. I’m running it in a docker container.
