What do you mean? Do you want to upload a server to rasa so the bot can send it as an answer? Or do you want the user to send you a file and to the bot to respond to that file?

You didn’t respond in what channel. Regardless you need to check the api of the channel if it allows to receive files and how. Then you need to alter the connector to receive the file and my recommendation is that you send an intent, like /file and have a rule with a follow up action.
