Error with building wheel for dm-tree (setup.py) on centos7

im having an error installing Rasa with this tutorial: Installing Rasa Open Source

the error happens when i do # pip3 install rasa==2.8.6

the error is this one

i already installed another version of pip and i tried to install dm-tree separately

now i install with “pip3 install rasa --use-feature=2020-resolver” and now i have another error
