Could Rasa X 1.1 run in offline mode?

I am new for Rasa. Currently I am working on a dialogue system using Rasa. I wonder if Rasa X could be deployed and run in an offline mode? Or is network connection a must for Rasa X 1.1 if I want the system to learn from new dialogues? Thanks in advance!

Rasa X has been deprecated since June 202 so I would not use it.
