API Model/Predict always return action_listen

I’m trying to call http://localhost:5005/model/predict API in order to get the next action predicted. Despite my story define a specific path, for example “utter_sample” all time i try to invoke predict API I always get action_listen which is not correct.

I’ve found a similar post here in Rasa forum without solution, is this a known issue of rasa core?

Well, I’ve solved by writing on my body all events taken for tracker, except for the last action that is what I expected when invoke the model/predict API and the predict works fine.
