Action not triggered if the intent was not in the story order

Hello, I am creating a chat bot for my website shabahy. I have intents and actions and created many stories but if I triggered an intent in the first of conversation the bot reply with fallback action even if it detect the intent. I want to trigger the same action as the story without the must of story order
