Why is Rasa-X 0.33 not a new "MAJOR" version?

Hi!

Since Rasa X 0.33 is not compatible with Rasa Open Source 1.x, and by extension it isn’t backwards compatible with any of the previous versions of Rasa X, why was it decided to label it as a MINOR update?

I cannot know for sure, but it might have saved me some time dealing with the errors resulting from incompatible versions.

Another solution is to indicate the exclusive 2.0 compatibility more clearly in the docs.
