Python 3.9?

This is geared more toward Rasa employees than the community - unless y’all have some insight.

I was asked by my DevOps team when Rasa would support Python 3.9. They’re going through the process of upgrading to specific versions and I asked them to not upgrade Rasa right now.

Rasa 3.1 will be released soon (next week :crossed_fingers:), with Python 3.9 support.
