How exactly - action: action_restart works between the stories

Is “- action: action_restart” going to launch the initial payload if we trigger it from any of the stories. Thanks

I understand this " - action: action_restart" can be used to restart the conbersation and forgot the previous history. And it won’t prompt new conversation from start.
