i got that error when i was using an old version of Rasa webchat that used engineio v3 to communicate with my rasa server that was running a newer version of engineio v4. EIO=3 means your rasa client is using EngineIO (EIO) version 3 to communicate with your server. the solution for me was to use a newer version of Rasa webchat that used engineio v4, so the network activity showed EIO=4 instead
