Hi there, I’m new at rasa community and i would develop a chatbot in Arabic for my graduate project how can I use the nlu and core , is there any specific setup required ? i would be thankful if you guys send me tutorials that can help.

If the language is whitespace tokenizable then you should be able to just follow the guidelines mentioned at Language Support to use this language. If however it is not whitespace tokenizable then you may have to find or build a custom tokenizer.
You can look at our general getting started guide for Rasa at Installation as well to get it installed and test it out.
