Utter_not_sure processing

Hi everyone, I’m new in Rasa and i have a question about utter_not_sure. In stories.md of Rasa demo:

## anything else?
    - utter_anything_else
* enter_data
    - utter_not_sure
    - utter_possibilities

I don’t know when utter_not_sure is called. Please help me! Thank you very much!
