note that [rasa 1.8 just came out](http://forum.rasa.com/t/upgrading-to-v1-8/25391) that seems to use a newer version of TF, so rather than solving the problem you have now, you can try 1.8 (and probably have a new problem 😭)

`pip install rasa ==1.8`
