Rule activation after wait_for_user_input: false

Could anybody explain the behavior of RASA rules after execution of a rule with wait_for_user_input: false?

When I use this switch an utter_default response is printed by rasa shell and I wonder how to write a rule that would be activated when no intent is given i.e. in case when previous rule omitted waiting for user input.

You must not have another rule or story to pickup where the wait_for_user_input: false rule ends.

Typically, there would be a rule or story that picks up where the last action(s) in this rule finished.
