Rasa x failed to answer

hello. I’m using rasa x to make a bot about admission in a certain university. whenever the chat starts, and the user sends مرحبا which means hello in Arabic. the bot must reply with أهلا which means welcome in Arabic. but the bot is on the action listen all the time. the following is a screenshot about the issue, I’m wondering why this happens !

I made a rule for it, and it worked. but this is not an optimal solution

Same problem. Rasa X randomly doesnt respond to questions. However, if system is integrated with facebook messenger or twilio (Whatsapp) it works.
